I have "frost" on the hinge side of freezer and especially around the ice maker. Does this indicate a bad door seal?

Yes it could indicate a bad door seal.

Clean the seal and fridge faces.
Take a 2 inch strip of paper and place it between the fridge's body an the seal, then try pulling it out. if it pulls out easily the door is not sealing correctly.

Check that the seal is not sticking on the fridge face when closing.
A trick that often works hear is to put a light coating of vaseline or white lithium grease down the hinge side of the friidge face. The seal should now slide and seal. better,

Check that the hinges are OK, especially the plastic door cams on the bottom hinge. Unlikely as this usually shows up as the door not closing properly.
