I have a Whirlpool oven, RBS245PDB12. There was a power fail in my neighborhood. The digital display appears to work. The fan is now always on. The broiler works, but the baking element does not work. I checked the continuity; it is okay. I assume I need to replace either the control panel or the microcomputer. How do I determine which needs to be replaced?

According to the Tech sheet, both Bake and Broil heating elements operated by the control board (microcomputer). If one of them is not working and there is nothing wrong with the heating element and its wires, then the problem is a bad control board. No doubt about it.
