Dishwasher Does Not Heat Water During Wash and Rinse Cycles

My Whirlpool dishwasher recently stopped getting the dishes completely clean and sometimes leaves a white or gray residue on the the flat surface on some dishes (like coffe cups turned upside down). No change to brand or amount of detergants or drying agents used. I suspected that the heating element was not kicking in to heat the water to 140 degrees. Water at the tap is 135 degrees. To test, I put a glass with a candy thermometer in the dishwasher, ran the normal cycle, and checked it 5 minutes into the wash and rinse cycles, dumped the water out of the glass, and check again 5 minutes later. The water temp was only 125 during wash and slightly higher during rinse. I also could tell by touch that the heating element was not hot. However, the heating element gets very hot during the dry cycle. I tested the thermal fuse with an analog volt/ohm meter on the Rx1 scale. Got a reading close to 0, which is good continuity I believe. (I am not an expert at all.) What would you recommend? The dishwasher just turned 10 years old, but I don't want to replace it right now if possible.

The water heating default time limit can vary from 20 to 30 minutes on different cycles. 5 minutes is not enough to see a real increase, especially with such thermometer. The water heating indicator on the control panel should be turned on during the whole water heating time hold. Have you seen any kind of a white stuff build up inside the dishwasher or a white film on glasses? Here is the Tech sheet.
