Noticed that only the bottom half of the rerigerator and freezer are cooling/freezing. The upper half of each is not. After some investigating, I noticed that the defrost control circuit board was fried - black dust and burnt electrical smell on the board. I was wondering if a power outage could have caused this to happen or if something else could have caused it. Also, I found half of a broken auto type fuse (metal on each end - glass in the middle type) on the floor near the refrigerator which is a 125v/10 amp fuse. Since this refrigerator is in my basement, the fuse could have came from anything. I searched many parts lists and did not find a fuse anywhere. What kind of risk am I taking by installing a new circuit board?

It is possible that your defrost control was burnt out due to a power surge, or it could have simply burnt out on its own as well. That fuse you found on the floor wont be a part of your refrigerator. What you can do to try and prevent a future power surge from damaging the ADC, the compressor or one of your fan motors, is to put your refrigerator on a very good surge protector, some have only one outlet for one electrical appliance, but i dont know how strong they are. If you are not sure if you had a power surge, I would recommend you have it inspected by an expert refrigerator repairman, if you are in the Chicagoland area I would gladly inspect it for you to make certain nothing is out of the ordinary.
