Our GE microwave buzzes after a few seconds and I can see arcing in the upper right behind the front grille. This doesn't happen every time, only occasionally.
Would appreciate any help.

Most likely the problem is a bad magnetron and if it was arcing to the waveguide, the waveguide is damaged and can not be fixed.

Gene is correct...Your waveguide is burnt and cannot be repaired. If you can see the arcing up there it's burnt. Please do not continue using the microwave.
