I have a Kenmore top freezer refrigerator. The freezer won't freeze and the fan never stops running. It is cold but will not freeze. The refrigerator is cold and seems to be working fine. I cleaned the coils in the bottom of the back side of the refrigerator. I tried to get to the coils to check in the freezer but I can't figure how to see the coils. I tried to take the shelving rack out but I can't get it out. It looks like a panel and I may need to remove the ice maker? I thought maybe I could pull the panel off and look but can't seem to get to it.
Any ideas what may be wrong and any ideas what it would approximately cost to fix?

you say the fridge seems fine so i have to rule out any defrost or damper issues. Normally when a customer tells me there freezer is not frozen but the fridge seems ok, i automatically think sealed system related issue. either the compressor is not running, due to a bad compressor or starter kit, or you have a sealed system leak of the refrigerant. if you do have a bad compressor or a sealed system leak, start shopping for a new refrigerator, as its a MAJOR repair for either whenever you have to open up the hermetically sealed refrigeration system on a refrigerator, and its definitely not something you can do yourself, in fact its illegal, unless you are EPA certified for refrigeration.
