Water pressure in the house is fine and both wall valves are open. Is there an inlet pump that could be malfunctioning? Thanks.

It won't even go into the soap dispenser water only flows into the rinse side of the dispenser. Water pressure in the house is fine and both wall valves are open. Is there an inlet pump that could be malfunctioning? Thanks.
