i have a dryer i just replaced the heating element in . after i tryed to run it and it will only work for about 4 seconds before shutting off . i then have to wait for something to click after about 2-3 minutes before i can try again with the same results

Sounds like the motor is overheating and tripping it's internal thermal protect.

Try turning the drum in the correct direction by hand, it should turn fairly easily.
You may want to try this on a couple other dryer to get a feel for it.
