Refrigerator / Freezer works fine. Frost and Icicles

This is a Buddy's refrigerator. He has no complaints about the refrigerator as far as keeping the food cold or frozen. The freezer compartment builds up with frost and icicles hang from the top of the freezer compartment.
He had thought that it was a bad door seal, so he had already replaced both door seals, but that didn't make any change for the problem.
I took the back of the freezer compartment off for inspection, everything checked out fine visually, no frost, no ice behind the panel. The drain was clear, the evaporator looked fine.

Air must be gettimg in somewhere. Make sure the new gasket makes a tight seal all around the door.
