I have replaced the timer, resistor, all fuses, and thermostats within the past few months. Continuity checks out okay in these parts. Also, the heating element checks out okay. The motor is about 3 years old. Still, the cool down cycle does not work and dryer does not turn off. Also, the heating element comes on without the drum turning. What might be the problem? I am at a loss now. Thanks.

sounds to me that your heating element may be grounding out on the casing. take the heating element out of its casing and inspect.
