you will have to pull the fridge out to check this but there will be a fan by the compressor - check to see if it runs

if the condenser fan and the compressor are indeed both running, its possible the condenser fan motor is not rotating fast enough...when running, the fan blades should be a complete blur, if you can "see" the rotating blades, its likely not fast enough...if the fan seems to be running fast enough, and you have cleared out the dust and pet hair as well, sounds to me like you have a more serious compressor issue, despite being cooled, it still runs very hot to the touch. How warm or cold is it inside either side, somewhat, half ok, half not, or not at all?

If the compressor and the fan are operating properly, the compressor will be extremely warm to the touch, around 100-120° F. If its excessively hot, either the condenser coil is not allowing air to cool the compressor, or you have a bad compressor.
