Have a 2 door GE fridge, 1998-2000 top/bottom freezer/fridge.
Each time the fridge turns OFF, it makes a loud bang noise (once).
This has been happening for the past 6 months but the fridge/freezer both work fine. It does not happen when starting, only when cycling off.

Any diagnosis or repair for this problem?

Check to confirm that the compressor is making the "bang" and not just a motor mount.
If yes then probably the compressor is on it's last legs.
It may run for quite a while like this but can no longer be trusted.
The only fix is to replace the compressor and that is probably not worth doing.

I would turn it into a beer fridge so you do not loose the food in it when it does finally fail.
