I am installing a Drum Upper Felt Glide strip.
Step 4 says "Inspect the drum lip (bearing surface) for wear. It must be
smooth with the paint intact."
My drum lip is smooth with no paint at all now. It apparently got too heated over time.
Do I need to repaint it, or just let it alone and put it back together?

My vote is to leave it alone. If it is smooth and unblemished you should be fine.
