The refrigerator and freezer are not cold enough. The colder the garage gets the warmer the frig gets. I wonder if the cold weather heater has gone bad.

I would say that it is a possibility could also be the bi-metal is open.
I am assuming that the unit used to work OK at the current exterior temperatures.
I have never fixed one of these so cannot be of much use but I do know if the heater does not work the compressor will never come on and heat from the defrost cycle will build up in the unit.
