Maytag neptune began "beeping" about 3 months ago when turned off.i.e three quick beeps then stop, 10 minutes later repeat and so on.
I finally had to turn off the breaker to make it stop . Now the control panel works sometimes , sometimes not.
Is the circuit board bad?

Sounds like it, but see if you can do some diagnosis with the built in program. It is discussed towards the end of this service manual for your model.
