1. If the dryer belt is slipping, would that affect the temperature control? Or is there a second problem existing? Possibly the igniter?
2. If the igniter needs to be replaced, where is it located? Is it near the gas connection to the dryer?

You have to figure out exactly what cause the drum not to turn properly. This dryer is very old and some parts, like the idler pulley, are no longer available. Not heating dryer is electrical problem (bad thermostats, igniter or gas valve) and it has nothing to do with the belt tension. So looks like there are at least two separated problems. Maybe it's time for a new dryer? Gene. P.S. Igniter is shown as #22 on the diagram.
