In case anyone comes to this site- as I did today...
I just got out my hair dryer and put it on the hottest setting. Took all of 10 seconds. Literally. Mine was really stuck and the tabs were worn down as others had mentioned.

Hair dryer did the trick finally. I was prying and tugging for hours before I tried the hairdryer, then got it within ten minutes. On high setting, hold it directly over the center hole where the shaft is for a 2-4 minutes at a time. Pry and tug between pulls. Don't give up!!!

Well what I've seen on all forums is at least one other person with a problem like mine . While you guys are correct with how it's supposed to come apart I don't think any of the experts are aware that the manufactuers occasionally melt the 4 tabs in place preventing the strongest people from prying the two components apart. This advise of standing on the agitator and pulling hard is dangerous and can cause major back injury in this instance. Re-melting or trimming the melted plastic is the only safe thing to do prior to throwing your back out if it doesn't pop apart easily. The whole soaking in hot water tactic is futile and ignorant. You can't do laundry if your back is so bad from repairing your washer that you can't lift the basket of clothes. A hot tip soldering iron worked great for me. I'm skeptical about the heat gun or blow dryer technique as you take a chance at deforming and melting the surrounding plastic. Even an exacto knife to trim the small melted blob looking tabs would work but is tedious and time consuming. If approached well prepared with ALL the correct info this can still be a 15min or less repair.

After spending an afternoon pulling, pulling harder, soaking, and pulling and getting nowhere but closer to the Emergency Room, I read the rest of this thread and came across your post. I dug out my cheap-o soldering iron and without any idea of what I was trying to do besides relieve my sore back, I used the heated tip to "scrape" the top of the white tabs down flush with the clear-er looking plastic. After a good first swipe at all four tabs, I stepped on the base of the agitator and prepared to tug with all my might when to my surprise, the top popped right off with almost no effort! Here's what my tabs looked like before the soldering iron treatment: and after:
