he3 dryer. I get a shock from the exhaust on dryer.(dryer not running) If i run a ground to the ground on dryer cabinet breaker pops. found 120 ohm between black feed whire and ground. is this my problem?

You probably have 2 problems.

found 120 ohm between black feed whire and ground. is this my problem?
No as black is power not Neutral.

The color code is Black=power L1, Red=power L2 and White=Neutral.

For some reason the unit is not grounded.

PROBLEM 1
On a 3 wire hook up there should be a ground strap/wire from white/Neutral (center connector on the unit's terminal block) to the frame of the unit.
The white wire is use as ground and Neutral.

On a 4 wire hook up only the white goes to the center terminal. There is no ground strap. The green or bare wire (earth ground) in the line cord is then attached to the unit's frame.
The white wire is just Neutral and a separate earth ground is used for grounding the machine.

PROBLEM 2
Somewhere in the unit a power side (L1 or L2) has shorted to the machines frame as there is no circuit path to ground the unit's frame/case is live causing you to get a shock.

Very, very dangerous especially for kids and anyone with heart problems.

I have 3 whire system, so my neutral is ground. I ohmed the restance between L1 and ground, and L2 and ground. L1 has 120 ohms L2 is ol. found the ground to L1 is comming fron neutral internal in the electronic control.(If i have module removed, ohm from p1-5 and p1-2 on control module i get 120 ohmes.) Thank you for the help!!

I do not have a wiring diagram for this unit so it is difficult to troubleshoot using plug/pinout points.

I know this is a Whirlpool so will try to cross match this unit to a Whirlpool.

Having a resistance on one of the 120 volt legs would be normal as it will be used to power the control board, the light etc.

I can say that I would find the wiring problem first.
Your Neutral cannot be grounded properly or it would blow the breaker.
