I have a Amana glasstop electrice stove. Front Left burner in a dual elememnt and the outer element doesn't turn on. I assume I can just replace the element.

Question - How do I get to the element. How do I pop open the top of the range to get to the element?

Do I open the oven door and start removing screws? Help!

Before you lift up the top, per your schematic, check the bad element continuity at the burner control switch.
