My General Electric WPSR3100W0WW Washer wouldn't only spin after wash. I have to take out some clothes or water to make it very light, then it can spin. And there is smell and noisy when spin. Could that be the belt is too old? Will that be fixed by replace the belt? Could you give instruction to open the machine and replace the belt? thank you.

If you will insert a screw driver or putty knife in the gap between the top and the front panel near the edges you will release the clips that hold the front panel to the cabinet. You can now inspect the belt, motor, clutch and see if you can determine if the belt needs replacing. If you click on your model number you will be taken to exploded views of the washer.
It sounds from your description however that someting in the transmission is hanging up, in which case replacing the machine is probably your best option.

thank you for your instruction. I opened the washer and found when the wash start to spin, the belt start to move but not success. the moter keeps turning. I stop it and take out some cloths, and start again. The washer spin with big noise (like metal knocking at metal). i'll replace the belt see if it helps. Any suggestion at the noise? thank you.

I am afraid the noise indicates a problem in the transmission, possibly with the brakes which are inside the housing or the transmission itself.
