With spin after first rinse, the spin starts briefly, stops, the timer moves forward, starts the spin again.
In essence, it's only getting some partial spin and not getting all the water out that it should get.

Most likely the problem with your washer is a bad timer which is not repairable and has to be replaced.
The part number for the new timer is AP3131136
