My electric bill is very high. To narrow the cause down I checked the amperage on my dryer. It is reading 21.4 amp on A phase and 25.6 on B phase. The dryer seems to get very hot. I checked the areas where lint could build-up but everything is clear. What amperage should I be reading on each phase? The dryer nameplate states 28 amps on 120/208. If the amperage that I am reading is too high what would cause it. Thanks.

When you say you check areas for lint build-up, did you remove the lint chute and clean it out. If not, you should do so, along with cleaning out the air intake and air outlet grids. You should then check the blower wheel to make sure it is operating correctly.
If you are still getting too hot a dryer I would replace the cycling thermostat and the high limit and thermal cutoff.
It does not seem like excessive current is your problem.
To cut down on your electric bill as far as clothes are concerned, make sure they are coming out of the washer fairly dry, and run your dryer at off peak times. Also, if you have large bulky items like blankets, sweaters, comforters etc you can set them out to air dry for a little while before using the dryer.
