The upright freezer is labeled "Heavy Duty Commercial Freezer" and has 3 fixed shelves each with freezing capability. Food stored in a cardboard box (for easy removal) on the bottom of the cabinet (not on the shelves) thaws from time to time. At the time of posting, the food in question is frozen (have not taken a temperature reading compared to other food on the shelves) and there is frost on the top shelf but not on the second or third shelf. Help!

Sounds like you may be low on freon.
Especially if the freon enters the cooling coils at the top so as it travels through them all of it has turned back into a gas by the time it gets to the lower coils and therefore cannot do any cooling.

Could also be that the orifice that meters out the freon to the coils is partially plugged.

You will need a pro with a set of gauges to troubleshoot this properly.

It could end up being a fairly expensive repair.

I am assuming that the compressor is running OK but seems to be on most if not all the time.
