The Dryer won't heat.
A Tech looked at it and said the Fuse Box was bad.
Is there a way to identify this.
and if so how.

Yes, if you are talking about the house wiring.
It can be measured at the machines plug with a meter.
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral both should be 120 volts.
