Fridge too warm due to one of two air vents in the fridge section of a fridge freezer not working

Hello. I've got an (8 year old) GE fridge freezer. The freezer is still functioning perfectly while the fridge is too warm (which seems to be a common problem, I've been looking at the stickies).
In this GE model there are two air vents on the left hand side inside the refrigeration section, the top vent has completely stopped, there is no cold air coming out of it at all. In the bottom vent, there is still cold air coming out, but it seems to fluctuate (sometimes quite cold, sometimes not really, maybe sometimes there's also very little air flow at all).
Does the fact one air vent is still working (if not optimally) but the other is not working at all narrow down what the list of possible causes might be? (i.e. would certain reasons affect both air vent equally)
TIA

is the fan running while compressing cold air to the freezer and fridge?
