GE PROFILE PGB995DET1WW Top oven not working. Replaced the igniter glow bar - WB13X25263 but the igniter does not get hot or glow at all. Resistance measured at 108 ohms, but the wires that plug into the igniter are only getting 12 volts when the thermostat is turned on at any temperature. With the thermostat turned off, it reads 3 volts. The valve control assembly has continuity WB21K10160
Upper and lower terminals. Would a bad thermostat WB20K10036 cause this problem? Or the small thermostat switch WB24K10090? Please help?
