I have a Samsung 240 V Electric Dryer DV448AEP/XAA.

I've been trying to trouble shoot the periodic (once month or so) blowing of thermal fuses on the dryer heater and hooked up my voltage probe (safely) to the heater. When the dryer is set to run on no heat I see it sending around 70V to the heater, and then when it is trying to heat it sends 240V. This is with the circuit (no heater). Is the dryer really running the heater in two stages or is there something wrong with my board? Or is it just a weird reading because there is no load on the circuit so it's picking up a voltage?
