8 year old top loading maytag mvwx700xw2

Everything seems fine except the tub does not spin in the spin cycle though the Agitator spins quite fast from stop to fast then stop to fast a couple of times.

I have checked the belt, replaced the actuator and inspected the clutch/splutch and it looks fine. Diagnostic code is F7\E1. I ran the manual diagnostics, agitate works fine. Low speed spin does the above stop to fast to stop to fast with no tub movement.tub spins freely by hand. High speed spin test spins the Agitator fast the drum some verrrry slowly.

Reseated the control connections per the technical manual. No luck.

Any ideas?
