ge jtp50sh5ss double oven wall electric when the lower oven gets to around 400 after 40 min
it throws the f9 code oven shuts off and i get the blinking locked
i had repair service out and they told me was the control board and keypad
total cost would be 1130.00 i said i will have to see
any thought on what this could be upper oven has no problems

I'm no professional, but F9 is usually a door latch error. Sometimes this is as simple as replacing the door latch motor that's in the back of the oven. However, I imagine your repair service checked this out and determined that the motor is good and is not getting power from the control board. So you should replace the control board, as they said. You can probably find a control board for a lot cheaper than that online and replace it yourself.
