Kitchenaid KDTE104ESS1 not completely draining or drying

I've got a barely 3-year old Kitchenaid KDTE104ESS1. It wasn't washing the dishes properly. Sometimes the soap packet would be just sitting in the bottom of the dishwasher at the end of a cycle and the dishes would still be dirty.
I cleaned out all the filters and the spray arms. I replaced the turbidity sensor and inlet valve. That didn't fix the problem. I called a repair guy and he said the only thing he could think of was the full pump and motor assembly.
I decided to just replace the entire pump and motor assembly. Now it seems to run through a full cycle and clean the dishes but they aren't dry at the end.
When I remove the filter at the bottom there is still a good cup or two of gray water in there. If I hit cancel (drain) that last cup of water drains out fine.
Also the heating element looks like it's corroded. It used to be a solid dark gray now it has patchy spots on it. When it's running the heating cycle to dry the dishes and I open the dishwater the element is not at all hot. However when I open the dishwasher during the wash cycle the water seems plenty hot and steamy.
HELP! I just want to buy a new dishwasher but I feel I'm "pot committed" because of all the parts I've replaced so far.

I just pulled out the heating element and tested it for continuity. It looks like it's working fine. For some reason the heating element is not turning on during the drying cycle and the dishwasher isn't completely draining.
