I have an LG Washer model WM2301HR.
The main control board is brand new within one month. The noise filter was replaced at the same time. Washer was plugged into an outlet confirmed as working properly.
(125v hot to ground,125v hot to neutral, zero volts neutral to ground)
After one week of daily use, washer stopped powering up. Resetting did not work. I plugged into a different outlet (125v hot to neutral and only 4v hot to ground, Infinint ohms neutral to ground) the washer powered right up. ??????
So, the washer powers up on an outlet with faulty/no ground and DOES NOT power up on an outlet with proper ground.

What is the best way to test the noise filter in this scenario?

Clearly I have an electrical ground issue with my home wiring. But why would the Washer power up on the outlet with only 4vlts hot to ground and not power up on the outlet with 125v hot to ground?
