Maytag Bravos dryer burnt cable and won't start

Hello everyone,
I am stumped about my MEDB850YG2 Maytag Bravos Dryer. Yesterday it stopped working. Now it still turns on and the display shows the timer but when the start button is pressed you just hear a click on the back of the console but nothing happens. I opened up the back of the dryer to see what I could find and found that the black (hot) wire coming from the terminal was burnt and the wire jacket was melted. I also noticed that there was a single 10 gauge neutral wire that is spliced with all the rest and is just hanging freely in the back. I assume that this is not safe!?! I plan to replace the black wire and see if that fixes anything. I am confused why the top console would still work unless some other component shorted out as well? Thanks for any thoughts you may have.
