Main agitator works strong, top agitator not turning so I figured I should replace the dogs BUT, wanted to see if this either confirms the diagnosis of worn dogs or indicates something else:

With downward pressure on the top agitator it will turn, but it only turns back and forth about 90 degrees (like noon to 3), not in a full rotation (like noon to 3, then 3 to 6, then 6 to 9, etc.)

Do those symptoms either confirm worn dogs or indicate something else? Thanks.
