Before this happened, the dryer did not dry the clothes thoroughly in the regular cycle as they came out damp. The permanent press cycle dryed the clothes. Are these one and the same problem? What can I do to fix?

The control board is located inside the control panel. - The part number for the control board is AP3604450 Gene.
