On preheat and bake, top element comes on for 5 seconds, bottom element comes on for 30 seconds,alternating, convection fan does not show on display, but I can hear the fan running. When turning broil on, top red light shows on display but broiler does not come on. Both elements read 110 volts and temperature sensor reads 1100 volts when tested with a current tester. I checked the control panel and could not see anything unusual. Any advice would be appreciated.

If you are only reading 110, that could be your problem. Check your breakers and wiring up to the control board.
