Asking for a second opinion.

I picked up a whirlpool drier, had hoped it would work...

When I press the start button it just hums. Tested fuse, jumped start switch etc...

When I removed the drum and press start the motor will turn, if I hold it long enough it will kick on and stay running....but never got any heat till I jumped the thermal cut off.

Once reassembled, when you press start...It just hums/buzzes...never turns/spins...

I am concluding it is the motor, correct?

Your description sounds like a bad motor.
