My Kenmore elite dryer will run hot even when it’s on air fluff. All 4 fuses have been changed, with same result. I had a technician come out and look at it, he said it was the control panel motherboard. I took the motherboard out and looked at it but it looks to be in perfect shape. There is also no error code when the diagnostic test his run. Do I put out the $200 for the motherboard and chance it that this is the real problem?

Did you service tech happen to check if the heating element was shorted out against the heating can? If so this to would cause the dryer to have heat in air mode.
If the element is good then it is likely the control board, the heater relay is stuck closed likely.
As for spending the money on the control board, you can purchase right here
