My Maytag Neptune MAH8700AWW leaks water. The water leak is located inside the machine above the front door and shoots water on the glass. It only happens with the cold water turn on and not the hot water. What part do I need to order to fix/repair this issue?

My question would be is water leaking onto the floor or is it staying inside the machine?
If it is leaking out onto the floor (out of the machine) you can remove the top cover and then run a cycle while watching inside the machine to see where the leak is actually coming from. Running the machine with the top cover off doesn't affect the way it operates.
Check it out and then reply back with results.

The water stays inside the machine but continues to run non-stop over the glass door unless water value is off. The leak comes from the white plastic valve piece inside the door along the rubber gasket at the top of the machine behind a small flap.

Ok so it sounds like the water inlet valve is not closing. This leak occurs even if the machine is off?
If so you need to replace the cold water valve assembly.

Yes, even with machine off, water stills leaks.
