Primary symptom is that unit has too much heat in every cycle. The no heat/air fluff cycle is warm-to-hot, and the medium cycle is just hot.
I have replaced the hi-limit thermostat, thermal cut-off, and dryer cycle thermostat. And, in the process of fixing those items, I have shop vac'd/cleaned out the dryer, and specifically the exhaust hose.
But the issue seems to persist. So any ideas on what to look at next?

You either have a shorted element or a stuck relay. The thermostats only control the temps they do not determine whether it heats or not. The element gets 2 120v feeds. One side is provided when the motor is turning through the centrifugal switch and the other side by a relay on the PCB.
Odds are a shorted element, but it could be the PCB. You need a multimeter to diagnose, unless you can actually see the element where it is broken and touching the duct. You're looking for continuity to ground at the element the wires to the element pulled off. If not check for a fused relay on the PCB, it's the black cube where the red and black wires are. It should be open (no continuity) when the machine is off.
