On startup, the washer starts agitating, but not a drop of water enters the tub.
the washer is a top loader.

Sounds like your water level switch may have failed and is reading full of water although it is empty.
If so here is the part you need.
Whirlpool 64103 Switch Water Level - AppliancePartsPros.com
It may also be a clogged hose (Water Level Pressure Switch Hose). Which you can simply unclog.
