Part way through the drying cycle the sound starts changing. It keeps changing for 30 seconds or so and then stops. If I try to restart it, it hums or buzzes but won't start. Let it cool down and it will restart for a while, the sound changes and it stops again. Is it the motor?

Sounds a lot like the motor bearings seizing up. If you take it apart down to the motor, the motor should spin easily and keep spinning for a few seconds. If it makes noise or stops after a couple of rotations, its probably the bearings, which are non-replaceable.
