I have a Whirlpool portable dishwasher WDP350PAAB4 where the heating element had cracked. I replaced the element and it is not heating the water. I have continuity through the element and about 18 Ohms resistance. If I test the voltage at the leads with the DW running and on heat mode, it's only reading about 2.0 Volts.

There is a thermostat under the tub. Any idea what that controls? and would that interfere with the element working?
