I had a technician to look at my washer after it would not ring clothes. He showed me where the balance ring and tub top were deteriorating. How easy is it or me to replace both these items myself? What are the part numbers?

It is very easy for you to replace these items. This site will show you how to take off your cabinet. With the cabinet off you can access the tub.

Kenmore top loader blues (SublimeMasterJW's Appliance Advice)

Click on your model number and you will see an exploded diagram of your model and the parts you need.

A bigger question is why is this happening? It should not, so see if you can figure out why.
