My broiler flame started sputtering. I took it to be the ignitor which has failed in past on oven burner. I replaced it and the element glows nice cherry red. The broiler took a while to light but finally flashed a flame and lit but is still making the fluttering sound and flame looks low. So I went to turn it off the ignitor goes out but the broiler flame stays burning. I pulled the plug but still a low fluttering flame. I had to finally shut off the propane line to get it to go out. Am I looking at a failed safety valve? Or should I just replace the oven being it is 18 yrs old?

It sounds like your gas valve is stuck partway open. That is very dangerous.

Your model no. shows this as the valve. There is a video too.

Thanks...My thoughts exactly it seems the valve is stuck. I've never heard of it happening before and google search comes up nill so guess it is rare. I left the propane shut off until I can fix.

It happens now and then. Mostly the valves fail closed.

I give up! I replaced the gas valve. I also put in the new igniter. The oven works fine so do the top burners. Yet still when I light the broiler it takes a good while to finally light (new igniter is good and cherry red). Then once turned off the igniter goes out but I get a small flame at the orifice head down by the air adjustment. It will only go out when propane is shut off. Makes me think something electrical is shorting telling the valve to hang slightly? I did order a new stove as the wife got her wish for a double oven. But want to clarify in case anyone else needs to learn from my troubles.

The ignitor and gas valve are in series. When power is applied to them the ignitor begins to glow. As it gets hotter it passes more amperage to the gas valve causing it open and lite the burner. About 3.2 to 3.6 amps are required to open the gas valve.

Here is some info from another page.

"What is the amperage* draw on the ignition circuit?
    *There is NOvoltage or resistance test that will help to diagnose the cause of the problem at this point. Only an amperage test is relevant. An ignitor with a white or beige colored rectangular base should draw 3.2 to 3.6 amps or it is defective. A round base or powder-blue colored rectangular base ignitor should draw 2.5 to 3.0 amps."
