Fridge and freezer too warm, fans and compresser run constantly

Compressor and fans seem to run constantly. Fridge thermostat set as low as it will go, freezer control set in the middle. After sitting overnight the freezer's at 20 degrees F, fridge at 50 degrees. Temperatures have been like that for two days.
I cleaned the condenser coil, it was almost complete blocked. Condenser fan is running, now have good air flow.
Evaporator fan is running, have good air flow to fridge. Evaporator coils are very lightly and evenly frosted, certainly not iced up.
Defrost timer works but the defrost heater doesn't get hot. It may have been iced up originally, but it shouldn't matter at the moment because the evaporator coils are now clean.
I've done a lot of searching and all I get is "iced up evaporator coil". That doesn't seem to be the problem.
I don't have any idea what could be wrong, any advice appreciated.
