My GE side by side is not cooling, not running. Emptied it out, been a few days, there is no cooling on either side at all

It has power
The evap fan is spinning
The condenser fan is not spinning, there is nothing obstructing the fan - it will spin freely if I spin the blades.
I've cleaned all the coils under the fridge.
The compressor is not running or trying to turn on
The compressor is cool to the touch
There is no clicking coming from the compressor
There is no clicking coming from the motherboard
There is nothing burnt, or black on the motherboard.
There is nothing obviously burnt/ melted by the compressor (start?) relay, and nothing by the overload on the compressor.

Any help is greatly appreciated. Thanks in advance

I have the same problem and am still trying to figure it out! Wondering if a Bad Condenser fan can shut down a main board?
