I just replaced the fill valve in the washer (both hot and cold coils bad) When I started the washer I still got no water, so I checked the new valve and again both coils are bad. And yes I checked to make sure I didn't put the old one back in by mistake. I get 117v at the coils so it shouldn't be too much. What next?

Gosh, this is a mystery. I can only think that something must be shorting out at the valve assembly.
Here is what you can do to test things. Get a power strip with an on/off switch and plug it in and turn it to off. Take out the valve assembly, either the old or new one, doesn't matter as you will want to test both, and hook it up to a water hose and set it in the sink. Next make a test cord with an old cord with a plug on one end and alligator clips on the two live ends. Connect the clips to the terminal on the valve assembly and plug in the cord to the power strip and turn the water on.
You should get nothing. Now flick the power strip on very briefly. If you get water coming out the valve assembly is ok. If you do not it is faulty. If both are faulty that is a huge coincidence.
