Hi, I was having trouble with my top load washer not spinning properly. When I investigated, I found that the belt was completely shot. After replacing the belt everything looked and sounded fine except at the end of the wash cycle the clothes were very wet and there was still fabric softener in the dispenser. Ran another rinse cycle and watched it more closely. It sounded like it was working fine but it was spinning slowly and clothes were still very wet. It was a small load with just a few t-shirts and shorts.
Thank you for any suggestions.

Try operating it with the front panel off and see if there is anything between the tub and basket or something in the pump that would slow things down. And observe the belt and motor, it may be the transmission is hung up and burning up the belt. But with the front panel off hopefully you can see what the problem is.
