I recently cleaned the coils using a vacuum and small soft brush, after I did this my freezer will not go below 20 degrees, the settings are on the highest for freezer, and middle for refridge. It kicks on and of and the fan is blowing. I have unplugged, reset and even went as far as the clicking the breaker nothing seems to work.

The condenser fan and the evaporator fan both have to be running when the compressor kicks on.
Also, make sure the evaporator coils are not iced over, there should be only frost, not ice.
If iced over, check defrost thermostat.
