The ice bin is completely empty. I push the wire shut off/on arm down to start ice maker up to make ice. It fills the ice tray with water and it freezes about an hour it dumps the ice. and fills the ice tray with water again but the wire arm stays up like the bin is full. I have to come back every hour to push the wire arm down so it will go through it's cycle and make ice. If anyone knows why it doing this please help. I've checked the wire arm they are in there holes. any help thanks.

Could be there is just some moisture in it.
Worst case scenario is that the ice maker may need replacing or some parts.

You will have to remove the ice maker to find out why the arm is sticking in the up position. the below video should help.
